A major topic on the Board’s agenda is to harmonize the Cost Accounting Standards (CAS) with the Pension Protection Act of 2006. The Defense Department has directed contracting officers not to allow increased costs in anticipation of CAS changes to implement the act. 

Other topics include (1) finalizing proposed amendments to CAS 412 and CAS 415 concerning the recognition of the costs of employee stock ownership plans (ESOPs) under government contracts, (2) revising CAS Disclosure Statement requirements, (3) revising capitalization thresholds and record keeping requirements contained in CAS 403, CAS 404, and CAS 409, (4) amending CAS 410 provisions that relate to the transition from a cost of sales or sales base to a total cost input base, (5) revising the rules and standards regarding the calculation of cost impacts when a contractor makes multiple accounting practice changes on the same date, (6) determining the appropriateness of clauses applying CAS to contracts with foreign concerns, (7) exempting time-and-material and labor-hour contracts for the acquisition of commercial items from CAS coverage and (8) resolving conflicts between CAS and the Federal Acquisition Regulation regarding the definitions of what constitutes catastrophic losses.

Author: Prior to forming his own Firm in 1991,  Darrell Oyer was a partner with Deloitte & Touche, a Big Five accounting firm.  Before that he served nearly 20 years in the Defense Contract Audit Agency (DCAA) in various capacities. Mr. Oyer is highly experienced in the application and interpretation of the Federal Acquisition Regulation (FAR) and department FAR Supplements, Financial Accounting Standards Board (FASB) pronouncements and Cost Accounting Standards Board (CASB) promulgations, and has testified in about twenty-five Board of Contract Appeals and court cases involving cost and government procurement issues. Mr. Oyer received a Bachelor of Science degree in accountancy from the University of Illinois and a Master of Business Administration degree from American University.  He is a Certified Public Accountant (CPA) in Virginia.

Mr. Oyer is editor of the texts "Accounting for Government Contracts﷓﷓Federal Acquisition Regulation" and “Accounting for Government Contracts—Cost Accounting Standards and author of “Pricing and Cost Accounting--A Handbook for Government Contractors.” He is a frequent speaker and lecturer on contracting subjects and has taught graduate level accounting courses for the University of Houston--Clear Lake and Central Michigan University.
